      ROTATE is a module which rotates a map or maps from a file by an
 arbitrary angle and writes the result to the same or a different
 file.  A positive angle rotates the features in the map counter-
 clockwise relative to the axes.  Rotations which are multiples of
 90 degrees are handled differently so as to take less time.
 The output file may of a different size than the input file and
 the center of rotation may be at a different location in the
 output file.
